Jim Walley

Senior Construction and Development Consultant

Mr. Walley graduated from Tulane University in 1970 with a Bachelor of Science in Civil Engineering and with a Commission as a Ensign in the Civil Engineer Corps of the United States of America.  He initially served two tours with the Seabees in Vietnam and then as a Resident Officer in Charge of Construction in Washington DC.  His final active-duty assignments were as Navy Public Works Officer at NAS Andrews AFB and then as ROICC for the renovation of the Hospital at Keesler AFB.  After eleven years of active duty, Mr. Walley transferred to the Naval Reserve, and served in various leadership capacities and eventually retired from the Navy after a total of 33 years of service, as a Rear Admiral. 

In Civilian Life, Mr. Walley has worked in Construction, Consulting and Development for over 30 years.  He has built and developed projects throughout the United States including High Rise Office Buildings, Hospitals, Retail Centers, and Multi-Family Complexes.  For ten years he worked as the, Director of Design and Construction for Archon Group/Goldman Sacks in the redevelopment of 500+ Distressed Commercial Projects acquired from the  Resolution Trust Company.  In 2000, Mr. Walley founded CE2 Solutions, Inc., a small consulting company focused on quality construction, and since 2013 has been active building with Metropolitan Development on five Multi Family Construction Projects in Maryland, Connecticut, North Carolina, and Texas.
